Malaysia to Launch Enhanced Solar Rooftop Program from January 2026

The government will implement the Enhanced Solar Rooftop Program, or Solar ATAP, from 1 January 2026, aiming to utilize building rooftops for renewable energy generation from solar sources.

The Ministry of Energy Transition and Water Transformation (PETRA) said the program is a continuation of the Net Energy Metering (NEM) program, which ended on 30 June, with several improvements introduced under Solar ATAP.

“The Energy Commission (ST), as the electricity supply regulatory body, has issued the Solar ATAP Program Guidelines, accessible on its website from 31 December. Applications for the program can be submitted from 1 January via the Sustainable Energy Development Authority (SEDA) Malaysia website,” the ministry stated.

PETRA highlighted that under Solar ATAP, there will be no fixed quota, though the government may impose a limit if uncontrolled solar adoption affects the national grid. The program allows surplus solar energy to be sold to the grid, with energy offsets adjusted to be more attractive than the existing Self-Consumption Solar (SelCo) program.

Offset rates will follow market electricity prices: the system marginal price for non-domestic users and the energy charge for domestic users. System installation is capped at 100% of maximum demand to allow users to optimize solar use for self-consumption.

Additionally, single-phase domestic users can install solar systems up to 5 kW, while three-phase homes can increase capacity from 12.5 kW to 15 kW.

PETRA expects Solar ATAP to provide users with opportunities to harness rooftop space for renewable energy, boost clean energy generation, and reduce national carbon emissions.

The ministry expressed confidence that Solar ATAP will strategically strengthen Malaysia’s energy landscape, supporting the goal of 70% renewable energy capacity in electricity supply by 2050.

“This initiative promotes national sustainability and reflects Malaysia’s commitment to current and future generations, aligned with the principles and values of Malaysia MADANI,” PETRA said.
