A total of 122 development and expansion projects are scheduled to be implemented in Penang in 2026, covering public infrastructure, community facilities and special economic initiatives, with expectations that they will be carried out smoothly.
Chief Minister Chow Kon Yeow has urged all implementing departments and agencies at both the state and federal levels to work in an integrated and coordinated manner, with a shared sense of responsibility, to ensure the effective execution of all high-impact projects under the 13th Malaysia Plan (13MP) in Penang.
“As a rapidly developing state, the demand for modern infrastructure and an efficient public transportation system is becoming increasingly urgent. Improved mobility will not only enhance productivity and competitiveness, but also improve quality of life and promote a more sustainable environment for future generations,” he said in his New Year 2026 message.
Chow expressed hope for the successful implementation of key projects, including the Juru–Sungai Dua (JSD) Elevated Expressway, the construction of pillars for the Mutiara Line Light Rail Transit (LRT) project, and the completion of the Penang International Airport (PIA) expansion, along with other initiatives pursued through close cooperation between the state and federal governments.
In line with efforts to strengthen high-value industries, Chow said strategic projects such as the Penang IC Design and Digital Park, the Penang Chip Design Academy, and the Silicon Research and Incubation Space are expected to create more high-income job opportunities and attract investments from global technology companies.
He added that Penang, with its strong industrial base, services sector and mature tourism industry, has significant potential to further strengthen the people’s economy by supporting micro, small and medium enterprises (MSMEs), the social economy, local entrepreneurship and high- and medium-skilled employment.
According to Chow, initiatives such as upskilling and reskilling programmes, support for gig workers, and the empowerment of both urban and rural communities will ensure that economic growth is not limited to large-scale investments but is directly felt by households and local communities.
He noted that future growth can be driven through the green economy, creative industries, digital technology and social innovation, creating new job opportunities while preserving the environment and maintaining a balance between economic growth, social justice and sustainability.
“By prioritising inclusive and sustainable development, Penang can build an economy that is globally competitive while ensuring every family lives with dignity, safety and prosperity by 2030, without leaving anyone behind,” he said.
In his final term as Chief Minister, Chow said he was grateful and proud to see Penang continue to progress and play an important role in national development.
He added that Penang’s strength lies not only in its strategic location and rich historical heritage, but also in the resilience, adaptability and spirit of its people in driving sustainable, inclusive and competitive growth.
Guided by the Penang 2030 Vision of a Smart and Green Family-Centred State, and aligned with the MADANI Malaysia framework, Chow said the state government remains committed to pursuing balanced and comprehensive development for the benefit of all.
