The Higher Education Ministry (MOHE) is reviewing relevant legislation before fully taking over the implementation of Form Six and matriculation programmes, said its minister, Datuk Seri Dr Zambry Abd Kadir.
“It is primarily about reviewing the existing Acts. For example, there is currently an Act under MOHE that we need to amend to include Form Six and matriculation,” he explained.
Previously, Form Six and matriculation programmes fell under the Education Ministry. Dr Zambry said the transition will be carried out gradually.
“We need to proceed step by step,” he told reporters after attending the Jom Masuk Universiti (JMU) Carnival 2026 today, when asked about the pre-university restructuring under his ministry.
Prime Minister Datuk Seri Anwar Ibrahim announced on Jan 20 that MOHE would fully take over the pre-university education system, covering Form Six and matriculation, starting this year. This move officially recognizes students in both programmes as tertiary-level students.
