Two Directors Charged Over RM2.4 Million Bribery Linked to Engineering Tenders

Two company directors were charged in the Sessions Court today over multiple bribery offences involving more than RM2.4 million, allegedly paid to an engineering company contract manager to secure tenders in 2024 and 2025.

Seow Kian Ang, 53, director of SKA Technology Sdn Bhd, faced four charges involving RM1.352 million, while Yong Chun Jiat, 38, director of PC Installation and Contracting Sdn Bhd, was charged with six counts totaling RM1.05 million. Both men pleaded not guilty before judge Datuk Mohd Nasir Nordin.

According to court documents, Seow allegedly paid RM338,000 on four occasions through an intermediary to the 34-year-old contract manager to help secure a sub-contractor tender covering design, supply, installation, testing, commissioning, and maintenance of a security system. The payments occurred between August 2024 and July last year at Bandar Sunway, Subang Jaya, and Ara Damansara, Petaling Jaya.

Yong is accused of giving the same contract manager cash payments of RM100,000, RM96,000, RM154,000, RM150,000, RM150,000, and RM400,000 across six occasions from August 2024 to May last year in Ara Damansara and Glenmarie. These payments were allegedly made to secure a sub-contractor tender for electrical low voltage works (external LV package).

All charges fall under Section 16(b)(A) of the Malaysian Anti-Corruption Commission (MACC) Act 2009, which carries a maximum 20-year jail term and a fine of no less than five times the bribe or RM10,000, whichever is higher. The prosecution, led by deputy public prosecutor Farah Ezlin Yusop Khan, classified the offences as non-bailable but proposed bail of RM500,000 with one surety for each accused if the court exercised discretion.

In mitigation, counsel for Seow, Datuk Geethan Ram Vincent, requested a lower bail of RM50,000, citing the accused’s cooperation with MACC investigations, strong family ties, and commitment to attend court proceedings. Yong’s lawyer, Datuk N. Sivananthan, noted his client had been a witness since July last year and posed no flight risk, adding that the contract manager had allegedly tried to destroy RM1 million during an MACC raid.

After hearing both sides, Judge Mohd Nasir granted bail of RM100,000 with one surety each, requiring the surrender of passports and prohibiting interference with witnesses. Monthly MACC reporting was not imposed. The cases are scheduled for mention on March 16.

Deputy public prosecutors Julaila Jamaludin, Nidzuwan Abd Latip, and Atirah Mohd Azuari Zanuddin also appeared for the prosecution.
