The Penang branch of the Ministry of Domestic Trade and Cost of Living (KPDN) has clarified that an individual seen filling fuel into containers in a viral video is a licensed fisherman. Following a detailed investigation, authorities confirmed that the purchase was conducted legally under existing provisions. Penang KPDN Director S. Jegan stated that the department took immediate action after the footage began circulating on social media platforms yesterday, causing concern among the public regarding the potential misappropriation of subsidised fuel.
A team of enforcement officers was dispatched to the petrol station located at Jalan Tengah to conduct a thorough inspection and gather specific details about the incident. The investigation revealed that the individual involved possesses a valid permit for the purchase of fuel and is strictly adhering to the established quota limits. These permits are specifically designed to assist those in essential sectors, such as fisheries and agriculture, where fuel is required for machinery rather than standard vehicle tanks.
Under current Malaysian law, any purchase of controlled fuel exceeding 20 litres into external containers requires a special permit for scheduled controlled goods issued by KPDN. These permits are typically granted for specific operational needs, including the use of agricultural machinery or fishing boats, subject to stringent conditions. The authorities emphasised that the fisherman in the video was fully compliant with these regulations and had not committed any legal offence during the transaction.
Director Jegan reminded the public that KPDN maintains continuous monitoring of all petrol stations to prevent the illegal sale of fuel. Selling fuel into containers other than a vehicle’s original tank in quantities exceeding 20 litres without a valid permit is a serious offence. Violators can face stern legal action under the Control of Supplies Act 1961, which carries heavy penalties for both the individual and the petrol station operator involved in unauthorised sales.
The department has advised the general public to refrain from making speculations or spreading unverified information that could lead to widespread confusion. While community vigilance is encouraged, it is essential to allow the relevant authorities to verify facts before conclusions are drawn. KPDN remains committed to ensuring that subsidised fuel reaches the intended target groups and that all commercial activities involving controlled items are carried out within the boundaries of the law.
