No Ban On MyKad Use For BUDI95 Subsidy, NRD Clarifies

There are no restrictions on Malaysians using their MyKad to access subsidies under the BUDI95 initiative, as long as it is done in accordance with existing laws and regulations, the National Registration Department (NRD) has clarified.

In a statement, NRD said the initiative is part of the Madani Government’s effort to ensure subsidy distribution is more targeted, transparent and effective for the benefit of the people.

The department explained that recent remarks by the Director-General of Registration were related to an investigation into the misuse of four MyKad cards by individuals other than their rightful owners, which falls under its enforcement jurisdiction.

Under Regulation 25 of the National Registration Regulations 1990, it is an offence for any individual to use or possess another person’s MyKad, the statement added.

NRD stressed that its role is to ensure MyKad, as the country’s official identification document, remains secure and is not misused.

The investigation in question centres on allegations involving the misuse of four MyKad cards by an individual in Kelantan.

The department emphasised that the Director-General’s statement was not intended to restrict the public from enjoying government subsidies.

Members of the public have been urged to use their MyKad responsibly and avoid handing it over to others for any purpose, including purchasing subsidised fuel, to prevent legal consequences and identity misuse.

NRD added that enforcement on subsidy misuse, including under BUDI95, falls under the jurisdiction of the Ministry of Domestic Trade and Cost of Living (KPDN) and other relevant agencies.

The department also advised the public to refer to official sources and understand the full context before making assumptions, stressing its continued commitment to safeguarding the integrity of the national registration system.
