MOE To Assess School Safety Incidents Case By Case, Says Fadhlina Sidek

The Ministry of Education (MOE) will evaluate all incidents involving student safety in schools on a case-by-case basis, as each situation differs, says Education Minister Fadhlina Sidek.

She said the ministry is also strengthening audits and monitoring of school safety through a special committee involving multiple agencies and organisations to ensure all aspects of safety are addressed and a safer school environment is created.

Fadhlina said each case must be assessed individually as it involves various factors, including not only physical safety but also the psycho-emotional and mental wellbeing of students.

She added that the ministry has received full support from the National Institute of Occupational Safety and Health (NIOSH) to provide guidance on matters related to building safety, drainage systems and fire safety, as well as training to improve safety coordination at school level.

She was responding in the Dewan Rakyat to a supplementary question from Roslan Hashim (PN-Kulim Bandar Baharu) on measures taken by the ministry to ensure student safety in schools.

Fadhlina stressed that student safety remains a top priority for the ministry, guided by five key areas — prevention, monitoring, reporting, intervention and enforcement — supported through collaboration with various ministries and agencies.

She said the Safe School Management Guidelines and School Student Protection Policy, introduced on June 11, now serve as the main reference for strengthening physical, social and emotional safety in educational institutions.

On anti-bullying efforts, she said the MOE is updating its guidelines in line with the Anti-Bullying Act 2026, which came into effect on June 16.

She added that CCTV coverage will be expanded to 333 schools this year, up from 200 schools in 2025, alongside the appointment of 300 hostel wardens since April 1 to enhance student supervision, especially at night.

Responding to another query from Syerleena Abdul Rashid (PH-Bukit Bendera), she said all cases will be assessed comprehensively with support from certified counsellors and strengthened through cooperation with parents, teachers, community groups and relevant agencies, depending on students’ needs.
