Rocky’s Owner Faces Fresh Charge For Keeping Dog Without Valid Licence

A 42-year-old woman who owns Rocky, the dog involved in a recent animal cruelty case, was brought before the Magistrates’ Court here again today, this time for allegedly keeping the animal without a valid licence.

Housewife S Roghini Devi entered her plea after the charge was read before Magistrate A Karthiyayini.

According to the charge, Roghini allegedly kept a dog aged more than three months without a valid licence issued by the Klang Municipal Council (MPK).

The alleged offence took place outside a house along Jalan Sama Gagah, Taman Teluk Gedung Indah, Klang Selatan, at around 10.50pm on July 29.

She was charged under Section 3 of the Klang Municipal Council Dog Licensing and Dog Breeding Premises By-Laws 2007.

If convicted, she could face a fine of up to RM2,000, imprisonment of up to one year, or both.

The latest charge comes about three weeks after Roghini was previously charged at the Sessions Court here over an alleged act of causing pain to Rocky.

The earlier case involved allegations that she pulled Rocky, causing pain to the animal.

The latest court proceedings form part of the wider legal action stemming from the controversial incident involving Rocky, whose death during an enforcement operation in Port Klang on July 29 sparked public attention.
