Starting January 1, the traffic fine rates and payment methods issued by the Road Transport Department (JPJ) and the Royal Malaysia Police (PDRM) will be standardized to ensure more consistent enforcement of road traffic laws.
The decision was made by the Cabinet on October 17 after identifying significant differences in how fines were imposed and enforced between the two agencies.
Announcing the update, Transport Minister Anthony Loke said a new principle for traffic fine payments will also be introduced: the earlier the payment, the lower the fine after discounts.
“We want to ensure enforcement is fair and consistent. Previously, there was confusion over JPJ and PDRM fine rates and procedures. With this adjustment, fine rates will be standardized. The principle is simple: The Less You Delay, The Less You Pay,” he said.
Speaking at a joint press conference with Home Minister Datuk Seri Saifuddin Nasution Ismail at the Parliament Media Centre today, Loke explained that motorists who settle their fines promptly will receive incentives.
“The previous system only offered discounts during special campaigns, which was unfair to those who paid their fines earlier. This will be replaced with a consistent structure,” he said.
Under the new system, payments made within 1–15 days from the notice date will enjoy a 50% reduction, while payments within 16–30 days will receive a 33% discount. Fines settled between 31–60 days will be charged at the maximum rate, and payments after 61 days will face court action and blacklisting.
However, the new incentives will not apply to serious offenses that cannot be compounded, such as driving without insurance, without a license, or displaying a fake driving license.
“Serious offenses like driving without insurance must be brought to court. There is no compromise for such cases,” he added.
During the transition period before full implementation, the government will offer a special fine reduction from November 1 to December 30, with discounts ranging from 50% to 70% for JPJ and PDRM compoundable fines.
“After this period, the ‘The Less You Delay, The Less You Pay’ principle will be fully enforced, and no further discounts will be given for unpaid fines. I urge all road users to settle their fines before December 30,” Loke said.
He encouraged the public to check and make payments via the MySikap portal, MyJPJ app, MyBayar PDRM, JPJ kiosks, or all PDRM fine payment channels.
