Megan Khung’s Death Sparks Need for Police Reform

The Singapore government has admitted to serious lapses by police officers in the handling of four-year-old Megan Khung’s fatal abuse case — a tragedy that deeply shocked the nation when it surfaced in 2020.

Minister of State for Home Affairs Goh Pei Ming told Parliament on Tuesday that two officers involved in the case were “under pressure” and failed to follow standard procedures, calling the oversight “serious” and its outcome “tragic,” The Straits Times reported.

Megan endured months of abuse from her mother, Foo Li Ping, and Foo’s then-boyfriend, Brian Wong, between late 2019 and early 2020. Wong’s fatal blow to her stomach in February 2020 led to her death, after which the couple burned her body to hide the crime.

Foo was sentenced to 19 years in prison, while Wong received 30 years and 17 strokes of the cane.

According to Goh, the investigation officer had initially misjudged a January 2020 report by Megan’s grandmother as a case of mild discipline and failed to escalate it for review. The officer later stopped following up after being reassigned to Covid-19 duties. Her supervisor also neglected his responsibilities — she has since resigned, and he was fined.

The crime only came to light months later when fresh reports by Megan’s grandmother and biological father prompted a renewed police probe that uncovered the child’s death.

A subsequent review revealed multiple systemic failures, including poor coordination between police and social services and mischaracterisation of the child’s injuries.

Goh said the police have since taken corrective measures, including strengthening training, improving case review procedures, and establishing dedicated Family Violence Teams. New technologies have also been introduced to ensure that high-risk child abuse cases receive immediate attention and are never overlooked again.
