Kota Kinabalu City Hall (DBKK) will begin a phased eviction and demolition operation in Sembulan this month to remove illegal structures in the area.
DBKK said the enforcement action will target buildings constructed without approval, unsafe and dilapidated structures, as well as premises with expired lease periods.
The operation will involve several agencies, including the police, Fire and Rescue Department, and Immigration Department, to ensure public safety and maintain public order.
A survey conducted by DBKK last month found 159 non-citizen heads of households renting in the area, with the majority found to be holding invalid travel documents.
DBKK said eviction, demolition and removal notices were issued between Dec 18 and Dec 22 as early notification, allowing a reasonable period for residents to voluntarily vacate the area and dismantle unauthorised structures.
“Engagement sessions, discussions and advisory approaches were also carried out prior to enforcement action,” DBKK said in a statement posted on its official Facebook page.
Inspections and monitoring revealed the presence of unapproved settlements and structures that violate by-laws and pose safety, hygiene and organisational concerns.
DBKK noted that the area records one of the highest dengue transmission rates in Kota Kinabalu, presenting a serious public health risk.
“This situation not only tarnishes the city’s image but also increases safety risks, fire hazards and environmental pollution, while disrupting lawful development planning,” it said.
The enforcement measures are being carried out in accordance with existing laws, including the Local Government Ordinance 1961, DBKK Building By-Laws, DBKK Licensing and Hawker By-Laws, and DBKK Cleanliness and Anti-Littering By-Laws.
DBKK warned that failure to comply with the notices, including attempts to reoccupy the area or construct new structures without approval, will result in firm action, including fines, prosecution, seizure of property and immediate demolition without further notice.
