A repeat offender with three prior voyeurism convictions has pleaded guilty to filming young boys in toilet cubicles — this time while working as a part-time student care teacher.
Ezekiel Isaiah Tee Xu Jie, 26, admitted in court on Wednesday to three counts of voyeurism, with two additional charges to be considered during sentencing. A gag order is in place to protect the identities of the victims, who were boys aged between nine and 15.
Tee was released from prison on April 25, 2025, after serving time for earlier voyeurism offences. Within weeks, he applied for and secured a part-time teaching role at a student care centre, beginning work in early July.
The first incident occurred on August 2, 2025, at a church Tee had attended for evening mass. He entered a men’s toilet, crouched to check the legs of a cubicle occupant to confirm the person was a young boy, then moved to an adjacent cubicle and filmed the child over the partition. The victim was under 14.
Six days later, while supervising his class, Tee told the court he felt an urge to spy on young boys and repeated the same method in the centre’s toilet, filming another unsuspecting child.
His offending came to an end on August 13, 2025, when an 11-year-old student looked up and spotted Tee’s phone pointed at him from above the cubicle partition. The boy shouted, prompting Tee to withdraw his phone and move to a urinal. The child quickly left and reported the incident to a teacher. Police were called, and Tee was arrested the same day with his phone seized as evidence.
In his statement to police, Tee admitted to committing the acts for personal gratification, saying he felt excitement watching young boys and that he deliberately targeted victims aged between nine and 15.
Deputy Public Prosecutor Daniel Foo described Tee as a serial voyeur whose offending had escalated with each conviction, calling for a sentence of 33 to 40 months’ imprisonment with caning, plus an enhanced jail term of 32 to 49 days for reoffending while on remission. He highlighted the deliberate and calculated nature of the offences, noting that Tee had specifically sought out roles giving him access to young boys in settings where they should have felt safe — a place of worship and a student care centre.
“The accused increased the frequency and severity of his offending significantly with each conviction,” Mr Foo said, adding that it was both unfortunate and fortunate that the final victim noticed what was happening, leading to Tee’s arrest.
Tee’s defence lawyer acknowledged his client had adopted a deeply misguided way of managing his personal struggles, arguing he needed proper guidance. The presiding judge noted this was Tee’s second conviction as an adult before adjourning mitigation and sentencing to late April.
Under Singapore law, voyeurism against a minor carries a maximum penalty of two years’ imprisonment, a fine, or caning.
