Suhakam Urges Diversion Policy for Youth Offenders After Teen Punches Teacher

The Human Rights Commission of Malaysia (Suhakam) has urged the government to introduce a diversion policy for minors who commit offences, following a recent case involving a 14-year-old boy who pleaded guilty to punching and threatening a teacher in Kajang.

A diversion policy would allow children accused of minor or non-violent crimes to be redirected away from the criminal justice system and into community-based programmes that focus on education, counselling, and behavioural support.

Suhakam’s children’s commissioner, Farah Nini Dusuki, said such an approach would help prevent the criminalisation and social stigma of young offenders, while addressing deeper issues like trauma, neglect, or mental health struggles.

“This is not about avoiding accountability, but about shifting towards restorative and rehabilitative justice – a method that’s proven to be more effective and humane for children,” she said in a statement.

According to Kajang police chief Naazron Yusof, the incident happened after the teenager was reprimanded for skipping physical education class. Upset by the scolding, he lashed out at the teacher. The student was detained two days later and pleaded guilty in the Kajang magistrates’ court on Wednesday.

Farah said the incident should prompt a wider discussion about whether schools are equipped with proper behavioural support systems and if students have adequate access to mental health services.

She also called on the education ministry, school leaders, and all stakeholders to strengthen preventive systems that support both student and teacher well-being.

“Malaysia must go beyond punishment and adopt a child justice system grounded in compassion, fairness, and the best interests of the child,” she said.
