Children Starting Year One Early at Age 6 to Finish Secondary School by 16

Children who enroll early in Year One at the age of six (5+) for the 2027 session are expected to complete upper secondary education earlier, at the age of 16.

The Ministry of Education (MOE) clarified in a FAQ document that these students will not spend two years in Year One. Instead, they will follow the existing structure: six years in primary school and five years in secondary school.

“Students will undergo five years of secondary education and complete upper secondary education at the age of 16 (15+),” the document, prepared by the Policy Planning and Research Division, stated.

MOE emphasized that early enrollment is voluntary for parents and not mandatory. It depends entirely on the child’s readiness, particularly for those who have attended preschool at age five and have passed the required diagnostic screening.

To ensure learning quality is not compromised, MOE has developed the 2027 School Curriculum, tailored to students’ cognitive levels, including those who may not have attended preschool, to help them effectively master basic skills.

On infrastructure, the ministry plans to build additional classrooms using the Industrialised Building System (IBS) to accommodate students nationwide.

MOE is also committed to ensuring sufficient teacher supply through various training channels, including the Bachelor of Teaching Programme (PISMP), Postgraduate Diploma in Education (PDPP), and Contract of Service (COS) appointments.

The early enrollment policy is part of the flexibility of the national education system, allowing children who reach academic readiness earlier to begin formal schooling before the standard age of seven.
