Justice for Zara Sparks Change: MOE Launches Bullying Complaint Website – But Private & International Schools Left Out

The Ministry of Education, responding to strong public pressure to “seek justice for Zara,” has finally launched a Bullying Complaint Website and a Disciplinary Complaint Mailbox to reassure the public.

Only for schools under MOE
However, the Ministry clarified that this initiative only applies to schools under its jurisdiction, meaning private schools, Chinese independent schools, and international schools are not covered.

The new website and mailbox aim to strengthen campus safety and provide students, teachers, and parents with easier ways to report bullying incidents.

Complaints can be submitted through four channels:

At the same time, the Ministry assured that the identity of complainants will be protected, allowing anonymous reports, and announced that a chatbot system will also be integrated into the DELIMa platform to make the reporting process faster and more convenient.
