MOE: No More Sweeping Bullying Under the Rug!

The Malaysian Ministry of Education (MOE) has reiterated that all cases of bullying in schools must never be “swept under the rug” and must be reported for immediate action.

Education Minister Fadhlina Sidek said that every school administrator and teacher has full responsibility to ensure complaints are investigated transparently and without compromise.

“All schools have a major responsibility in addressing bullying. This is not just a rule—it is a moral responsibility grounded in education itself. We cannot compromise on this issue,” she said during a press conference following the Anti-Bullying Tribunal engagement session on Thursday.

Fadhlina added that the MOE has reformed the complaint system to allow students to report bullying anonymously, removing the fear of coming forward.

“We want to assure that every report will be investigated. Do not be afraid to report, as the MOE will take full responsibility,” she emphasized.

At the same time, Fadhlina noted that the MOE is strengthening character education as part of the ongoing Education Continuation Agenda within the 2027 School Curriculum.

“We want our children to be shaped with moral values, manners, and integrity. Character education forms the foundation of both the curriculum and co-curriculum, with teachers playing a key role in ensuring it is prioritized. Developing character is the first line of defense in preventing a culture of bullying,” she explained.
