Only 10 Categories Eligible for 20L+ Fuel Purchase Permits, KPDN Confirms

The Ministry of Domestic Trade and Cost of Living (KPDN) has clarified that only ten specific categories are currently eligible to apply for Special Permits to purchase petrol and diesel in quantities exceeding 20 litres. This regulation is part of a broader effort to curb the misappropriation of subsidised fuel by unauthorised parties.

According to KPDN Director-General of Enforcement, Datuk Azman Adam, the approved categories include forklifts, water transportation, residents in inland or island areas, food industry operators, and water recreation services. Other eligible sectors include agriculture and livestock, emergency assistance, maintenance services, tourism, and small-scale construction.

Under the Control of Supplies Act (AKB) 1961, any individual, company, or organisation wishing to purchase fuel for purposes other than filling a vehicle’s original tank must obtain this Special Permit. Purchases made under this permit are charged based on current pump prices at petrol stations.

Key Regulations and Application Process:

  • Application Portal: Eligible parties can apply for the free Special Permit online via the Supply Permit System at https://spb.kpdn.gov.my.
  • Approved Containers: Permit holders are allowed to use drums, plastic containers, or other safe vessels, provided they adhere to the approved quantity, location, and frequency stated in the permit.
  • Emergency Clause: Non-permit holders are strictly prohibited from buying fuel in containers, with the sole exception of emergencies, where the quantity is capped at under 20 litres.

This clarification follows a viral social media video showing an individual filling a large quantity of RON95 petrol into plastic containers in the trunk of a car. KPDN Johor is currently tracking down the individual involved in the incident, which reportedly took place at a petrol station in Skudai.

Datuk Azman Adam reminded petrol station operators that they are only permitted to sell diesel and all grades of petrol directly into a vehicle’s original fuel tank or to those presenting a valid Special Permit. Failure to comply with these regulations remains an offence under the Control of Supplies Act.
