Sarawak Authorities to Enforce Littering Laws Along Pan Borneo Highway

Individuals caught littering along the Pan Borneo Highway in Sarawak could face enforcement actions under the Local Authorities Ordinance by the respective local councils (PBT) overseeing the areas.

Deputy Works Minister Datuk Seri Ahmad Maslan explained that the highway stretches through multiple local authority jurisdictions from Telok Melano to Miri, each responsible for enforcing relevant laws. He noted that the littering problem stems largely from the irresponsible behaviour of some road users, particularly drivers discarding rubbish from their vehicles.

“Heavy vehicles, especially lorries that stop at P-Turn areas, bus stops, and road shoulders for breaks or meals, often leave behind food waste and trash. The rise in traffic volume in certain areas also contributes to this issue,” he said during a Dewan Negara oral question-and-answer session, responding to Senator Roderick Wong Siew Lead’s query on the causes of widespread littering.

On maintenance, Ahmad revealed that 15 out of 26 highway sections have been fully handed over to PBH Asset Management Sdn Bhd for upkeep. The three-year maintenance contract, running from September 1, 2024, to August 31, 2027, is valued at RM69,248,876.40 and includes rubbish collection twice weekly, periodic maintenance, and emergency response to ensure road safety, cleanliness, and comfort for users.

Addressing concerns over the high cost of JKR’s solar streetlights, Ahmad explained in response to Senator Datuk Dr Mustafa Musa that units priced up to RM10,000 meet stringent specifications and quality standards, ensuring the safety of motorists. Each unit comes with a five-year warranty and a specialized battery capable of lasting up to two days without sunlight.

“While cheaper solar lights are available online for around RM200, they only last a few weeks and lack the necessary features. Our units have been tested in both local and international laboratories to guarantee performance and safety,” he added. Ahmad also noted that the price accounts for pole height, labour, and ongoing maintenance to ensure proper lighting coverage along the highway.
