Courier Prices May Change Soon: Govt Conducting Full Audit Before Setting Floor Price

The government will only finalise a proposal to set a mandatory floor price for courier services after completing a comprehensive study, Communications Minister Datuk Fahmi Fadzil told the Dewan Rakyat.

He said the assessment will involve a full audit of industry costs and pricing structures to ensure any minimum price imposed is fair, sustainable for courier companies, and does not unnecessarily burden consumers.

“We must ensure that if a mandatory floor price is introduced, it is suitable for the industry to operate sustainably while taking into account the cost impact on consumers,” he said in a written parliamentary reply.

Fahmi was responding to Datuk Shamshulkahar Mohd Deli (BN–Jempol), who requested data on licensed courier operators, market share distribution, local vs international participation, and whether the government intends to enforce a mandatory floor price, given that the current Reference Price Guidelines are non-binding.

As of Oct 15, 2025, the Malaysian Communications and Multimedia Commission (MCMC) has licensed 102 companies under the Postal Services Act 2012.

Fahmi said 15 major licensees handle 98% of all parcels in Malaysia, including J&T Express, SPX Xpress, Ninja Van, Pos Laju, GDEX, City-Link Express and ABX Express.
Two players — J&T Express (Malaysia) Sdn Bhd and SPX Xpress (Malaysia) Sdn Bhd — collectively control 73.5% of the national market.

Among the 102 licensed operators, 21 are international companies while 81 are Malaysian-owned.

To maintain service quality and safeguard fair competition, MCMC introduced the Reference Price Guidelines to prevent predatory pricing that could harm small and medium courier providers, Fahmi explained.
However, he stressed that these guidelines are not mandatory minimum prices, but merely serve as a reference.

Currently, courier companies continue to set their own rates under a self-regulated framework aligned with Section 36 of the Postal Services Act.
