171 Men Detained In Chow Kit Spa Raid Released, Police Await AG Guidance

The Royal Malaysia Police (PDRM) are awaiting further instructions from the Attorney General’s Chambers regarding follow-up action against individuals detained during a spa raid in Chow Kit, Kuala Lumpur, last November.

Home Minister Datuk Seri Saifuddin Nasution Ismail said the investigation papers were submitted to the AG’s office on 17 December 2025 for review.

“PDRM opened investigations involving local men from the total of 171 individuals detained during the Chow Kit spa raid under several legal provisions,” he said in a written reply published on the Parliament website.

The cases involve offences under Section 373 of the Penal Code (trafficking of persons for prostitution purposes), Section 5(2) of the Film Censorship Act 2002 (possession or distribution of obscene materials without approval from the Film Censorship Board), Sections 377B/511 and 377D of the Penal Code (attempted unnatural sexual intercourse or attempted related offences), and Sections 269 and 270 of the Penal Code (negligent acts or intentional acts likely to spread dangerous diseases).

Saifuddin made the statement in response to a question from Datuk Seri Takiyuddin Hassan (PN-Kota Bharu), who sought clarification on the government’s next steps regarding the 171 local men released without charges due to insufficient evidence.

Media reports last year cited Kuala Lumpur Police Chief Datuk Fadil Marsus, stating that the 171 local men detained at the health centre in Chow Kit were released after the court rejected the police remand application. Fadil explained that without victims’ confessions, investigations under Section 377 (unnatural sexual intercourse) and Section 372 (exploitation for prostitution) of the Penal Code could not proceed.

The raid had involved a total of 208 individuals, including 17 civil servants, and led to the seizure of condoms and other items believed to be used for immoral activities.
