The session, chaired by Deputy Prime Minister Datuk Seri Fadillah Yusof at Parliament, brought together representatives from federal ministries as well as the state governments of Sabah and Sarawak.

Fadillah said the purpose of the meeting was to obtain input on outstanding issues and explore possible solutions. Three key papers were presented by the Ministry of Health, the Ministry of Education, and the Sabah and Sarawak Affairs Division.

The federal delegation included Minister in the Prime Minister’s Department Datuk Mustapha Sakmud along with several other ministers. Sarawak was represented by its three Deputy Premiers – Datuk Amar Douglas Uggah Embas, Datuk Amar Awang Tengah Ali Hasan, and Datuk Amar Prof Dr Sim Hui Hian.
