Starting January, gym operators in Kuala Lumpur will enjoy a reduced licence fee of RM10 per square metre, down from RM50 previously, marking an 80% cut. Minister in the Prime Minister’s Department (Federal Territories) Hannah Yeoh said the move follows consultations with industry players, including the Malaysian Gym Operators Association (PPGM), and aims to support the healthy city agenda.
Hannah highlighted rising non-communicable diseases in urban areas, citing NHMS 2023 data showing 32.6% of Malaysians aged 18 and above are overweight, roughly 6.86 million people. Federal Territories registered the highest rates: Kuala Lumpur at 40.6%, Putrajaya 35.5%, and Labuan 34.8%. The minister emphasised that urban health burdens require targeted policies to encourage active lifestyles.
To maximise the licence reduction, the government encourages gyms to offer incentives such as discounted early morning (6–8am) and evening (5–7pm) sessions to ease traffic and promote exercise. Special rates for senior citizens are also recommended to support active aging.
Hannah clarified that the fee reduction applies solely to “pure” gyms. Facilities that sell health supplements or other commercial products will be subject to separate commercial business licence fees, which DBKL will monitor accordingly.
