Only 15% Of Commercial Vehicles Comply With Mandatory Speed Limitation Devices

Compliance with the mandatory installation of Speed Limitation Devices (SLD) among commercial vehicles in Malaysia remains significantly low, with only a small portion of operators meeting the requirement, according to the Road Transport Department (JPJ).

Its director-general, Aedy Fadly Ramli, said that just 15 per cent of the vehicles required to install the devices have notified JPJ of their compliance.

As of yesterday, only 74,552 vehicles out of a total of 513,679 commercial vehicles have reported installing SLD units. The remaining 85 per cent, or 439,127 vehicles, have yet to comply with the regulation, which was first announced in 2020.

Among the vehicles that have yet to meet the requirement are 495,827 heavy goods vehicles and 17,852 large buses. Authorities say the slow compliance rate is a concern as the device is designed to control vehicle speed and enhance road safety, particularly for large vehicles travelling long distances.

To strengthen enforcement, JPJ carried out a special operation between October 2025 and 12 March this year. During the operation, enforcement officers inspected 111,743 commercial vehicles nationwide.

From the inspections, a total of 8,924 vehicles were issued investigation notices for various offences related to the installation and functionality of Speed Limitation Devices.

Aedy Fadly said enforcement officers have also been instructed to check SLD Verification Certificates during the ongoing two-week Ops Hari Raya Aidilfitri operation. He urged commercial vehicle operators to comply with the regulation, noting that the rule had already been introduced several years ago.

“Some companies have applied for a postponement because they do not have access to the necessary hardware locally and must arrange installations overseas, which requires additional time,” he explained.

He added that several issues affecting compliance are being reviewed to help resolve the matter and improve adherence among operators.

Meanwhile, this year’s festive enforcement operation will focus on nine major traffic offences identified as key contributors to road accidents. These include speeding, running red lights and dangerous overtaking.

JPJ has also identified 288 accident-prone locations across the country, where enforcement personnel will be deployed to monitor traffic and enhance road safety during the festive travel period.
