A South Korean court has handed down a 15-year prison sentence to a serial sex offender who targeted the 11-year-old disabled daughter of his girlfriend. The defendant, who has a history of targeting minors, committed the latest atrocities just over a year after being released from a previous 10-year prison term. The case has sparked national outrage, particularly after it was revealed that the man used industrial cutting tools to sever his electronic monitoring anklet in a desperate attempt to evade capture.
According to reports from South Korean media outlet Seoul Shinmun, the perpetrator met his current partner through a dating app in 2022. He specifically targeted the victim, who has an intellectual disability and a tragic history of being abused by her biological father. Despite knowing the child was under the care of a protection agency and receiving counseling for past trauma, the man allegedly viewed her as a “hunting target” and exploited her vulnerability and trust.
The investigation revealed that the man’s actions were highly calculated and premeditated. He took advantage of the periods when the girl returned home during school holidays, using pocket money and gifts, such as a mobile phone, to manipulate her and win her affection. Once he gained her trust, he allegedly began molesting her in August 2022, with the abuse escalating to sexual assault by January 2023. He further exploited the mobile phone he provided to send her inappropriate and explicit messages.
This incident marks the third time the individual has been convicted of grave crimes against children. His criminal record dates back to 1996, when he used a knife to threaten and assault an 11-year-old girl. In 2011, he was sentenced to a decade in prison for the repeated sexual assault of his own 14-year-old biological daughter. Mental health assessments conducted during the proceedings identified the man as having pedophilic tendencies, placing him in the highest category for the risk of reoffending.
In delivering the verdict, the Daejeon District Court strongly condemned the defendant for his “predatory and destructive” behaviour. The judge noted that the man cunningly manipulated the victim’s need for a father figure, despite being fully aware of her previous suffering. The court also viewed his act of cutting the electronic anklet in October 2023 as a direct and audacious challenge to the legal system’s efforts to protect citizens from violent crimes.
In addition to the 15-year custodial sentence, the court imposed several stringent mandatory measures to prevent further harm. The defendant is required to undergo five years of chemical castration (sex drive drug treatment) and must wear an electronic monitoring device for 20 years. Furthermore, his personal information will be made public for a decade, and he is strictly prohibited from seeking employment at any institutions related to children, youth, or the disabled for 10 years following his release.
