Canadian Man Held In Philippines Over Alleged Child Sex Offence History

A 72-year-old Canadian man with an alleged history of child sex offences in several countries has been arrested in the Philippines and is now facing deportation for violating the country’s immigration laws.

The Philippine Bureau of Immigration (BI) identified the suspect as Orville Frank Mader, who was detained on June 30 in a residential area in Barangay Caingin, Santa Rosa City, Laguna, following a joint operation involving Canadian authorities and local law enforcement agencies.

According to the BI, Canadian authorities alerted Philippine officials to Mader’s presence in the country after his Canadian passport had been cancelled.

Although he is not currently facing criminal prosecution in Canada, the Royal Canadian Mounted Police (RCMP) and the Canada Border Services Agency (CBSA) informed Philippine authorities that he has a documented criminal history involving sexual offences against children and may pose a potential threat to minors.

Investigators said records indicated Mader had previously been arrested over alleged child sexual offence cases in 2016 and 2022. Canadian authorities also linked him to a long history of similar alleged offences in Thailand and Cambodia dating back to the early 2000s.

Immigration records further revealed that Mader entered the Philippines on September 29, 2015, as a temporary visitor but failed to obtain any extension for his stay, making him an undocumented overstaying foreign national.

Following his arrest, Mader was placed under the custody of the Bureau of Immigration pending deportation proceedings.

BI Commissioner Joel Anthony Viado said the agency would not tolerate foreign nationals who pose a threat to public safety, particularly children.

He added that the bureau would continue strengthening its #ShieldKids campaign by working closely with local and international enforcement agencies to identify, arrest and deport foreign sexual predators from the country.
