Selangor To Review Stray Animal Procedures After Rocky’s Death

The Selangor government will review stray animal management procedures implemented by all local authorities following the recent death of a stray dog named Rocky during an operation in Port Klang.

State Local Government and Tourism Committee chairman Datuk Ng Suee Lim said the review would focus on areas including enforcement procedures, officer training and cooperation with the Department of Veterinary Services (DVS) and relevant stakeholders.

He said the move aims to ensure stray animal management operations are carried out more effectively while prioritising humane treatment.

“The Selangor government takes note that the Klang Royal Municipal Council (MBDK) has lodged a police report regarding the incident, while the Royal Malaysia Police (PDRM) has opened an investigation paper to examine the matter thoroughly,” he said in a statement.

Ng said the state government would leave the investigation process entirely to the police and urged all parties to respect the authorities’ efforts while avoiding speculation.

He added that the government regretted the incident involving the death of Rocky during a stray dog capture operation at Taman Teluk Gedung Indah, Port Klang.

According to him, public safety and animal welfare are both important responsibilities that must be managed in a balanced manner.

“All enforcement operations must be conducted professionally, carefully and in accordance with the law as well as established procedures,” he said.

Ng also said the Selangor government supports the views expressed by Tengku Permaisuri Selangor, who stressed that compassion towards animals and the principle that no one is above the law must be upheld.

He added that the state remains committed to improving animal welfare practices, maintaining public safety and strengthening confidence in the professionalism and integrity of government institutions.
