338 Caught Misusing MyKad — Fake IDs, Identity Theft, and Foreign Syndicates Exposed

A total of 338 cases involving MyKad (identity card) misuse were recorded from 2021 to October this year, according to Home Minister Datuk Seri Saifuddin Nasution Ismail.

He said that during the same period, 3,418 enforcement operations were conducted nationwide in collaboration with multiple agencies to combat offences related to the misuse of identity cards and birth certificates.

The operations led to 1,377 arrests and 843 prosecutions under the National Registration Regulations 1990. Another 525 cases were prosecuted under the Births and Deaths Registration Act 1957 (Act 299), while nine cases did not result in prosecution.

“Out of these, 338 offences were specifically related to MyKad misuse under Regulation 25(1)(e) — including 232 cases involving fake MyKads and 106 cases involving the use of someone else’s MyKad,” he said.

A further breakdown showed 172 cases involved Filipino nationals, 132 Indonesians, and 34 individuals from other countries. Some cases have already gone to trial and resulted in convictions, while others remain under investigation or pending prosecution.

Saifuddin revealed this in a written reply published on the Parliament website in response to Zahir Hassan (PH–Wangsa Maju), who asked about arrests and prosecutions related to identity card misuse, identity theft, and MyKad sales.

He added that the National Registration Department (JPN) has implemented a comprehensive strategy encompassing enforcement, prevention, and public education to curb such offences.

“From an enforcement standpoint, JPN, together with other agencies, continues to strengthen joint operations to crack down on falsification, misuse, and illegal sales of identity cards,” he said, adding that a special investigation task force was formed within JPN to track syndicates involved in identity sales.

In addition, periodic surprise inspections are conducted to ensure compliance with internal procedures and prevent any abuse within the system.
