The Alor Setar City Council (MBAS) recently took action against littering in public areas as part of its enforcement of the Community Service Order (PKM), targeting individuals who were caught discarding cigarette butts. Five offenders, after receiving fines, met with council officials and submitted apology letters promising not to repeat their behavior.
MBAS posted on Facebook that five violation notices and fine proposals were issued earlier, and all involved individuals subsequently submitted apology letters acknowledging their wrongdoing.
According to the fines, the offenders were caught littering cigarette butts during the 2025 New Year’s countdown, which violated Section 3(A) of the 1983 Kedah State Local Government Pollution Prevention Regulations.
The council emphasized that the Community Service Order is not purely punitive but aims to enhance public awareness of laws and civic responsibility. Offenders who breach regulations will still face action, including fines, and in serious cases, prosecution in court.
MBAS urged the public to cherish the city environment and comply with local regulations to help maintain Alor Setar’s cleanliness and livability.
Among the five apology letters, personal details were redacted. The letters included promises not to repeat the offense, warnings to friends to avoid similar mistakes, and requests for leniency citing heavy financial burdens and multiple children at home.
