Govt To Introduce E-Invoice Voluntary Disclosure Programme Until End Of 2027

The government will introduce an e-Invoicing Voluntary Disclosure Programme until 31 December 2027, allowing taxpayers to correct or declare omitted e-Invoice transactions without facing penalties from the Inland Revenue Board of Malaysia (LHDN).

Prime Minister Datuk Seri Anwar Ibrahim said the initiative will give businesses and taxpayers sufficient time to review, update and voluntarily rectify e-Invoice records submitted from the date mandatory implementation begins until the programme expires.

Speaking during Prime Minister’s Question Time in the Dewan Rakyat on Tuesday, Anwar said taxpayers who voluntarily make corrections during the programme period will not be penalised by LHDN.

“The programme allows taxpayers to voluntarily review, update and correct any e-Invoice transactions that were submitted or should have been submitted. No penalties will be imposed for voluntary disclosures made within the specified period,” he said.

Anwar was responding to a question from Howard Lee Chuan How (PH–Ipoh Timor), who asked how the Madani Government plans to help businesses—particularly micro, small and medium enterprises (MSMEs)—cope with current global economic challenges.

The Prime Minister also announced that the government will speed up tax incentives for businesses that fully comply with the e-Invoicing system by allowing them to claim full capital allowances within one year on eligible implementation costs. The incentives will cover investments in information and communications technology (ICT) equipment, as well as the development or upgrading of software required for e-Invoicing.

Acknowledging concerns over compliance costs, Anwar said the government remains open to introducing additional measures to ensure the rollout of e-Invoicing does not place unnecessary financial pressure on MSMEs.

Beyond tax measures, Anwar said the government has provided more than RM15 billion in financing facilities and loan guarantees to support businesses, particularly those affected by the ongoing West Asia crisis.

He revealed that Bank Negara Malaysia’s Stability Relief Facility has approved almost RM1 billion in financing since its launch in mid-May 2026, benefiting more than 1,500 MSMEs. Meanwhile, the Business Financing Guarantee Scheme has approved guarantees worth RM4.9 billion during the first half of 2026.

Anwar added that microcredit financing through Bank Simpanan Nasional (BSN), Agrobank and TEKUN Nasional has reached RM2.2 billion, benefiting around 195,000 micro-entrepreneurs nationwide.

He also disclosed that, as of 6 July, approximately 200,000 Malaysians had been approved for an additional 100 litres of subsidised fuel under the BUDI Diesel programme. The government, he said, will continue supporting MSMEs through digitalisation grants and stricter enforcement against illegal businesses operated by foreign nationals.
