Housing Ministry To Introduce Neurodivergent-Friendly Design Standards In Revised Building Code

The Ministry of Housing and Local Government is set to introduce new design parameters under its revised building code to better accommodate neurodivergent individuals in residential and public spaces.

Deputy Minister Datuk Aiman Athirah Sabu said the updated Draft MS 1184:2025 will incorporate measures tailored for individuals with conditions such as autism and Attention Deficit Hyperactivity Disorder (ADHD).

Among the key proposals is the inclusion of designated calming areas in public buildings. These spaces are envisioned as soundproof rooms with dim lighting, providing a safe environment for individuals experiencing sensory overload to regain composure.

Aiman Athirah told the Dewan Negara that sensory management is a central element of the revision. This includes reducing reliance on flickering fluorescent lights and encouraging the use of natural lighting or dimmable LED alternatives.

The guidelines will also introduce acoustic and visual control measures. Designers are encouraged to adopt low-arousal colour palettes such as pastels, while limiting bold patterns on floors and walls to reduce overstimulation.

She stressed that the enhancements aim to minimise excessive sensory triggers that may cause discomfort or distress. The deputy minister was responding to a question from Senator Manolan Mohamad, who sought clarification on efforts to ensure housing and public environments are genuinely inclusive for neurodivergent communities.
