MyKad Replacement Does Not Erase MyKasih, Budi95 Data

Data-matching issues experienced by Malaysians who have replaced their MyKad under the MyKasih and Budi Madani RON95 (Budi95) programmes are not caused by the loss or deletion of information on the identity card.

Home Minister Datuk Seri Saifuddin Nasution Ismail said basic personal identification details — including MyKad numbers and citizenship records — remain intact and unchanged when an identity card is replaced.

He explained that to maintain data alignment with the Finance Ministry (MoF), the National Registration Department (NRD) supplies updated records of any changes, including newly issued MyKad version numbers, on a daily basis. This allows MoF systems to be updated by the next working day at the latest, ensuring continuity and consistency of MyKad holders’ data.

However, Saifuddin noted that for government assistance programmes such as MyKasih and Budi95, data updates within the MoF system are conducted periodically, either weekly or monthly.

“As a result, if applicants or recipients use a newly issued MyKad during the transition period — before the updated MyKad version number has been reflected in the MoF assistance system — there may be a temporary inability for the MyKasih and Budi95 systems to match the data,” he said.

“This occurs even though the MyKad holder’s personal information has never been lost or deleted,” he added.

Saifuddin was responding to a parliamentary question from Jimmy Puah Wee Tse (PH–Tebrau), who asked whether data under the MyKasih and Budi95 schemes could be lost when Malaysians replace their identity cards.

He stressed that the issue is temporary and technical in nature, arising from differences in data update cycles between agencies, rather than any loss of MyKad data or eligibility for assistance.

Saifuddin added that cooperation between the NRD and the MoF is continuously being strengthened to improve data synchronisation and ensure the smooth delivery of government assistance programmes to the public.
