13MP: Government Targets One Million Affordable Homes by 2035

Prime Minister Datuk Seri Anwar Ibrahim has reaffirmed the government’s commitment to delivering quality, affordable, and inclusive housing, with a target to build one million affordable homes between 2026 and 2035 as part of the 13th Malaysia Plan (13MP).

Presenting the plan in Parliament today, Anwar said that as of 2025, a total of 492,000 housing units have already been completed or are under construction. However, he acknowledged ongoing challenges such as the mismatch between housing supply and demand, and property prices that remain out of reach for many due to income disparities.

To address these issues, the government will implement several initiatives, including:

  • The Residensi Madani programme
  • The Public Servants Housing Programme (PPAM)
  • The New House Construction Assistance Scheme
  • Affordable housing projects led by state governments and private developers

To further assist the B40 and M40 income groups in owning homes, the Housing Credit Guarantee Scheme will be expanded.

Anwar also highlighted the government’s plan to adopt modern construction technologies such as the Industrialised Building System (IBS) and Building Integrated Management, which will help accelerate project timelines and reduce costs—particularly in public housing developments.

He pointed to Kota Madani in Putrajaya, a public-private housing project, as a model for future affordable urban living.

“This model embodies the ‘Umran Hadhari’ urbanisation concept, where people are not only able to own homes but also enjoy a city that balances progress with values, modernity with ethics, and technology with humanity,” Anwar said.
