MAE Proposes Rehiring Retired Teachers To Address Expected Year 1 Shortage

Malaysia faces a potential surge in Year 1 enrolments when the Education Ministry allows six-year-olds to join primary school voluntarily from 2027. To address the likely teacher shortage, the Malaysian Association of Education (MAE) is advocating for the return of retired educators to classrooms.

MAE secretary-general Hamidi Mookkaiyah described retired teachers as an “immediate, practical solution,” citing their experience, classroom management skills, and ability to nurture young learners. He highlighted that six-year-old pupils require patient guidance and mentorship, qualities seasoned teachers are well-equipped to provide.

Hamidi recommended a phased approach, beginning with pilot programmes in selected districts. Returning retirees would undergo refresher training through short, paid micro-credential courses covering early years pedagogy, child development, classroom technology, and child safeguarding. Flexible contracts — part-time, hourly, or term-based — would make the initiative more attractive to former teachers.

The proposal also includes structured screening for bilingual proficiency, psychological suitability, and commitment to child-centred teaching. Incentives such as rural hardship allowances, housing support, and travel assistance were suggested to encourage deployment in underserved areas. Professional development, peer mentoring, counselling, and health monitoring are envisioned as ongoing support measures.

The programme aims to complement the Education Ministry’s new voluntary early entry policy for children born in 2021, ensuring readiness for a larger and younger Year 1 cohort without compromising teaching quality or student welfare. Engagement with stakeholders continues as authorities plan for the operational impact of increased enrolment.
