Two couples were detained by the Johor Islamic Religious Affairs Department (JAINJ) during a raid on a massage parlour in Masai on Tuesday night.
The operation, which began at about 9.45pm during the Malaysia Day holiday, was carried out by JAINJ enforcement officers with 30 officers from the Pasir Gudang City Council (MBPG).
The enforcement teams inspected all three floors of the premises before discovering two separate couples inside rooms that had been locked from the inside.
On the second floor, officers knocked on a locked room before an Indonesian woman working as a masseuse opened the door about two minutes later.
Inside, officers found a man with her who was wearing only his underwear, while his clothes were found hanging on the wall.
The man, believed to be in his 20s, was reportedly married with two children, while the Indonesian woman, also in her 20s, said she was unmarried.
On the third floor, officers knocked on another room but received no response after waiting for about 10 minutes.
The room was eventually opened using a duplicate key, revealing another man and woman inside.
The man, in his 30s, was single and worked in Pasir Gudang, while the woman, in her 20s, was also an Indonesian national working as a masseuse.
Further checks found that both rooms were equipped with beds and toilets and were used to provide private massage services.
Initial information indicated that the massage service was offered at RM260 for about an hour, with additional charges reportedly imposed for other services.
Both couples were detained on suspicion of committing khalwat, or close proximity between unmarried individuals, under Section 27 of the Johor Syariah Criminal Offences Enactment.
