The government will need to amend three key road-related laws before the implementation of the Multi-Lane Free Flow (MLFF) toll collection system can move forward, Deputy Works Minister Datuk Seri Ahmad Maslan told the Dewan Rakyat today.
He said amendments to the Highway Authority Malaysia (Incorporation) Act 1980, the Road Transport Act 1987, and the Federal Roads Act 1959 are scheduled for next year to pave the way for MLFF.
“The three Acts will be amended next year so that the MLFF system can be fully implemented,” he said.
The Works Ministry plans to introduce MLFF to modernise toll collection and simplify payment processes. Under the system, vehicles will be able to pass through toll plazas without stopping or slowing down, reducing congestion and improving traffic flow.
The Public Accounts Committee had previously highlighted concerns over the MLFF’s projected cost of RM3.46 billion. However, Ahmad stressed that the initiative will not incur direct government expenditure, as it operates on a business-to-business concession model.
“Concessionaires must choose a system that is competitive, without additional charges to users, and one that prioritises motorists. Our main goal is to ease congestion at toll plazas,” he added.
