Five areas identified as crime blackspots in Penang have been selected for the 2026 Penang Police Contingent Whitening The Blackspot United For Safety Crime Prevention Initiative.
Penang police chief Datuk Dennis Lim Kwang Keng said the programme takes a comprehensive approach by addressing not only crime and security concerns but also social, infrastructure and environmental issues affecting the selected locations.
He said the initiative brings together various parties, including the police, government agencies, local authorities, elected representatives, communities, non-governmental organisations and the private sector.
“The initiative adopts a whole-of-government and whole-of-society approach, bringing all parties together in a coordinated effort,” he said in a post on the Penang Police Contingent Facebook page yesterday.
Dennis said the approach is expected to produce more organised, effective and sustainable measures to improve safety while creating a cleaner, more orderly and conducive environment in line with the United For Safety concept.
He was speaking during an engagement session on the initiative held at Dewan Yayasan Aman in Kubang Semang near here yesterday.
The session provided government departments, agencies and strategic partners with an opportunity to exchange views and put forward proposals based on their respective expertise and responsibilities.
Discussions focused on coordinating action plans, intervention projects, resource requirements and strengthening cooperation among the participating parties.
Also present were Bagan Dalam assemblyman K. Kumaran, representatives of state assemblymen, heads of government departments and agencies, local authority representatives, senior police officers, strategic partners and Rukun Tetangga Area chairmen.
The initiative reflects a broader effort to tackle the factors contributing to blackspot areas through cooperation between enforcement agencies, communities and other stakeholders rather than relying solely on police action.
