Malaysia to Ban Foreign Vehicles From Buying Subsidised RON95 Petrol From April 1

The government will introduce new regulations under the Control of Supplies Act 1961 to prohibit foreign-registered vehicles from purchasing subsidised RON95 petrol, effective April 1, the Dewan Rakyat was told today.

Domestic Trade and Cost of Living Minister Armizan Mohd Ali explained that under current rules, such as Regulation 12A of the Control of Supplies Regulations 1974, only fuel station operators can be penalised for selling RON95 to foreign vehicles. The purchasers themselves could not face legal action.

“With the new regulations, both the fuel station operator and the owner of the foreign-registered vehicle can be penalised,” Armizan said. “We are aiming for this rule to be ready and enforceable on April 1.”

The announcement was made in response to a question from Andi Suryady Bandy (BN-Kalabakan) on measures to address ongoing RON95 fuel leakages, which have persisted despite the BUDI95 scheme. Andi noted that leakages were especially prevalent along border areas and within the Essential Goods Distribution Programme.

Armizan said the ministry will use data analytics of sales and purchase records for RON95 and diesel at border-area fuel stations to identify patterns of repeated purchases using MyKads.
