Children’s Commissioner Proposes Nationwide Anti-Bullying Portal

The Human Rights Commission of Malaysia’s Office of the Children’s Commissioner (OCC) has proposed the creation of a nationwide, one-stop anti-bullying portal that would be accessible to all children.

According to the OCC, the platform should be child-friendly, multilingual, and inclusive of children with disabilities. It suggested features such as sign language videos, text and audio formats, as well as anonymous reporting options to protect children’s safety and allow them to track the progress of their cases.

The portal should also offer step-by-step guidance and direct links for emergencies, mental health concerns, school-related issues and cyberbullying incidents. It would connect users directly to relevant authorities such as the women, family and community development ministry, the education ministry, Majlis Amanah Rakyat, the police, the social welfare department, and the Malaysian Communications and Multimedia Commission.

The OCC further recommended that the platform be integrated with social media sites to enable direct takedown requests, while also offering offline options such as SMS and complaint boxes at schools and institutions.

Currently, the education ministry operates a bullying complaints portal at aduanbuli.moe.gov.my, which provides contact numbers and directs users to the SISPAA public complaints management system. However, the OCC pointed out that SISPAA lacks several key features, including full multilingual accessibility and anonymity, since it requires personal information such as IC and phone numbers to register a complaint.

The OCC stressed that urgent action is needed from the government, the education ministry, schools, teachers and the wider community to combat bullying effectively.

“Bullying is not part of our culture; it is a violation of rights that must be eliminated,” it said.
