Police in Pattaya arrested a 34-year-old man and a 61-year-old woman after they were caught engaging in sexual acts on a public beach in the early hours of Jan 23.
According to Channel 7 News, the incident took place at about 4.19am and was reported by members of the public who witnessed the act.
The man was identified as British national Euripides Loucaides, while the woman was identified in local media as Nutcharee. Amarin TV reported that the pair were filmed during the explicit act before police officers arrived at the scene.
Both suspects allegedly attempted to flee when approached by officers but were intercepted and taken to a nearby police station for questioning.
Loucaides, who appeared intoxicated, told police that he was not fully aware of his actions at the time. The woman claimed she was unaware that such behaviour constituted an offence under Thai law.
She further claimed to be a Singaporean citizen studying in Thailand. However, local residents and regular beachgoers disputed her account, describing her as a transient individual believed to be homeless. Witnesses also said she frequently displayed signs of mental instability.
Police classified the incident as a public indecency offence under Thailand’s public order laws. Both individuals face administrative fines of up to 5,000 baht (approximately RM660).
