The Road Transport Department (JPJ) has stressed the need for organisers to implement systematic risk management before, during and after events, particularly for large-scale motorcycling gatherings.
The matter was among the key issues discussed during an engagement session between JPJ and the organisers of RXZ Members at the Enforcement Division of the JPJ headquarters in Putrajaya on Wednesday.
JPJ Enforcement senior director Datuk Muhammad Kifli Ma Hassan said the session served as a strategic platform to discuss road safety and improvements in risk management, especially for large-scale motorsport and motorcycling events.
He said organisers needed to take a more structured approach to risk management throughout every stage of an event.
“This includes ensuring the eligibility of drivers and vehicles, controlling movement and carrying out strategic enforcement by prioritising offences that pose high risks to the safety and lives of road users.
“Cooperation with highway concessionaires and the Malaysian Highway Authority (LLM) through the Travel Time Advisory (TTA) is also important to improve traffic flow and enhance road safety,” he told Sinar Harian on Thursday.
Kifli said JPJ also recommended a phased approach involving early engagement, education and awareness programmes, followed by firm enforcement when necessary.
Organisers have also been instructed to provide an online participant registration platform and ensure that all participants hold valid driving licences.
“Motorcycles must have valid Motor Vehicle Licences (LKM) and insurance coverage.
“Participants must also submit four photographs of their registered motorcycles, showing the front and rear number plates as well as the left and right sides,” he said.
He added that close cooperation between event organisers, JPJ, the Royal Malaysia Police (PDRM) and relevant technical agencies was crucial to ensuring such events were conducted in an orderly, safe and responsible manner.
JPJ, he said, continued to support properly organised and responsible activities within the motorcycling community.
“At the same time, public safety, compliance with the law and the protection of road users’ lives will remain our priorities.
“JPJ will also hold further engagement sessions with relevant agencies and event organisers in the future,” he said.
The engagement session was also attended by representatives from PDRM, Kuala Terengganu City Council (MBKT), Malaysian Institute of Road Safety Research (MIROS), Department of Environment (JAS) and Social Security Organisation (PERKESO).
