KPDN Probes Petrol Station Over Illegal RON95 Sale To Foreign-Registered Vehicle

A Malaysian citizen was caught using the BUDI95 programme to purchase RON95 fuel for a foreign-registered vehicle at a petrol station in Ayer Tawar, Sitiawan near here on Wednesday.

The incident drew the attention of the Ministry of Domestic Trade and Cost of Living (KPDN) Perak after footage of the incident went viral on social media.

The petrol station involved is also being investigated and could face legal action for selling RON95 fuel to the foreign-registered vehicle.

Perak KPDN Director Datuk Kamalludin Ismail said the case was investigated following the circulation of a video on social media regarding the matter.

“KPDN Manjung branch acted swiftly to conduct inspections and investigations at a petrol station following complaints and viral information concerning allegations of RON95 being filled into a foreign-registered vehicle.

“There was an attempt to mislead and obscure the foreign vehicle registration number to avoid detection,” he said today.

Initial investigations found that the incident occurred on May 13, 2026 at around 9pm.

He said the RON95 purchase was made by a Malaysian citizen through the BUDI95 programme, with payment made via credit card at the counter, while the vehicle used was suspected to be carrying a foreign registration plate.

“Checks on the transaction found that only part of the fuel purchase was successfully filled before the fuelling process was completely stopped.

“Closed-circuit television (CCTV) footage from the petrol station has been obtained and reviewed to assist investigations,” he said.

Kamalludin said action has been taken under Subregulation 3(2) of the Supply Control Regulations (Prohibition on Sale and Purchase of Controlled Goods) (RON95 Petrol) 2026.

This follows a breach of Subregulation 3(1), which prohibits the sale of RON95 petrol for foreign motor vehicles without written approval from the Controller.

“A separate investigation is also being conducted under Subregulation 4(3) of the same regulations.

“This is because Subregulation 4(1), which prohibits the purchase of RON95 petrol for foreign motor vehicles without written permission from the Controller, was also violated,” he added.
